Update 2:42 p.m.: Police have declared an unlawful assembly at 14th and Broadway, and are threatening to use more tear gas.
Update 2:09 p.m.: The party has now moved to 14th and Broadway, where occupiers are reportedly teaching people how to Dougie. Meanwhile, police have deployed tear gas on protesters down the street. Protesters are putting on gas masks and the Black Bloc has busted out paint balloons while chanting "fuck the police."
It appears the streets of Oakland are calming down a bit after hundreds of occupiers stormed downtown, bringing the usual elements with them -- police in riot gear, teargas, vandalism, and arrests.
SF Weekly correspondent Kate Conger is downtown and says banks closed their doors as protesters marched through downtown and back to Frank Ogawa Plaza. Some protesters were "targeted" by a snatch-and-grab squad, which was created by the Oakland Police Department to target troublemakers before things get out of hand.
At least four people were arrested in skirmishes with police and one girl was hit in the head with a police baton and was bleeding from the head. No word on why the arrests were made or the total count thus far.
Conger says that the crowd is finally making its way to the plaza for a peaceful rally, with lots and lots of dancing and lots and lots of police.
