Officials in the office of the Board of Supervisors' Budget and Legislative Analyst have suggested that San Francisco's universal health-care program -- along with such topics as excessive bonuses for public employees and the future of the city's public golf courses -- receive new scrutiny through audits in 2010 and 2011.
The goal of the reviews, as laid out in the memo, would be to evaluate programs that are "costly, inefficient, or have failed to achieve program goals" or that have been criticized by the Board of Supervisors. Sometimes auditors simply want to gauge the workings of city services that have not been audited in a long time.

Update, 10/15: Aiyisha Hassan's memorial will be held at 2:00 p.m. on Saturday, October 16, at the Sojourner Truth Presbyterian Church in Richmond, California. Her father, Rev. Kamal Hassan, says that her suicide was not linked to anti-gay bullying, but depression and having ended a "toxic relationship." See our updated post for details.

Yesterday, we decided to put the San Francisco Giants slogan, Giants Baseball: Torture, to the ultimate test. We contacted Professor John Yoo, primary author of the infamous 2003 "torture memos." When it comes to defining torture -- or explaining it away -- he ought to know.
Yoo returned our messages. He didn't produce 90 pages of text, as he did for the '03 memo. But he did give Giants baseball the same assessment as "interrogation techniques" that don't lead to, say, organ failure:

A searing heat wave is upon us -- but, worry not. No one drawing a salary from the government is asking you to do anything in response. No Spare the Air Day is in effect -- so you can feel free to barbecue to your heart's content and use the car for two-block trips. Right?

Rolanda Jones, the woman accused of introducing the one horrible liquid no one yet associates with Muni onto a bus -- pepper spray -- will be in court this morning. Wonder how she'll get there?
Jones was arraigned on Oct. 4 for "unlawful use of pepper spray battery." Her story, it seems, is that when you say you're sorry, you ought to mean it. Or else.

Football fans may have noticed the jarring sight of NFL teams outfitted with pink accouterments of late as a nod to Breast Cancer Awareness. And folks who get arrested in the park may have noticed cops donning the pink handcuffs to do the same.
Actually, it's not a 100-percent certainty that the unidentified officer captured in this photo is making a conscious nod to breast cancer activists' favorite color (though that's where we'd put our money). In fact, police spokesman Sergeant Mike Andreychak says that officers often purchase additional sets of cuffs to go with the standard-issue metallic pair handed out by the city. And if you like pink, you like pink.
Sub Pop recording artists 'clipping.' brought their brand of noise-driven experimental hip hop to the closing night of 2016's San Francisco Electronic Music Fest this past Sunday. The packed Brava Theater hosted an initially seated crowd that ended the night jumping and dancing against the front of the stage. The trio performed a set focused on their recently released Sci-Fi Horror concept album, 'Splendor & Misery', then delved into their dancier and more aggressive back catalogue, and recent single 'Wriggle'.
Opening performances included local experimental electronic duo 'Tujurikkuja' and computer music artist 'Madalyn Merkey.'"
