Gavin By the Numbers: He Didn't Lose As Much Dough As You Thought!

The Twitterati are dissecting the just-published campaign finance numbers from the carcass of Mayor Gavin Newsom's failed bid for governor. Here's the skinny, per KQED's Capital Notes

CAGov wannabe Gavin Newsom's campaign raised $2.35 million in 2009, spent almost $3.1 million.
While this is true, the math behind a 529-page (!) form 460 filing is more complicated, as you'd expect. Yes, Gavin spent more than he raised. And, yes, he spent boatloads more and raised craploads less than undeclared competitor Jerry Brown (all while Brown was operating under more restrictive campaign contribution limits -- don't forget this). But Newsom isn't $700,000 in the hole. Far from it.

Bleeding Man Who Died After Being Found at Bottom of S.F. Building Identified as Christopher Lamothe

A bleeding man discovered at the base of a 12-story residential structure at 12:54 this morning -- who died an hour later -- was moments ago identified by the San Francisco Medical Examiner as 31-year-old Christopher Lamothe of San Bruno.

Details were sparse and a police investigation is ongoing related to the incident on the 300 block of Arballo. Left unanswered:

  • Did Lamothe die after a fall from the building or from other causes?
  • What was he doing in Park Merced, so far from home?
  • Is this considered a potential homicide or, at least, a suspicious death?
More when we know more.

John Avalos Amused By Rumors He's Seeking Assembly Seat

Earlier today, we confirmed that rumors Supervisor Sean Elsberd's attention has been piqued by a potentially vacant Assembly seat are true. Consider him piqued. But while Elsbernd wouldn't mind a move to Sacramento, his colleague, John Avalos, tells us he's not going anywhere.

"The reports of my running are greatly exaggerated," he says. "I have not thought about it for a minute nor would I consider doing it anytime in the near future."

When? "Maybe 10 years from now, when my kids leave home," said the Excelsior-area supe.

State Supreme Court To Homeless Sex Offenders: Tough Luck, For Now

The California Supreme Court dealt a smackdown to the state's sex offenders today, ruling it is constitutional to enforce the residency restrictions of Jessica's Law on sex offenders released on parole. The law passed by voters in November 2006 states sex offenders can't have a home address within 2,000 feet of a park or school -- forcing virtually all sex offenders paroled to San Francisco into enforced homelessness.

Yet the court also provided a window of hope for the transients, passing the buck to the trial courts to decide whether Jessica's Law is unreasonable, vague, overly broad, or

unconstitutional for individual parolees within their jurisdictions. One of the four sex offenders who lodged the challenge to the law is paroled to San Francisco. The court extended the stay for the four petitioners, meaning the residency restrictions cannot be applied to them.

"Certainly they have grave doubts about the constitutionality of the law from a basic rights point of view," the petitioners' attorney Ernest Galvan told the Weekly. "We're prepared to show it's forced homelessness. Once [the local court] has those facts, they can grapple with the constitutional arguments."

Et Tu Elsbernd? Supe Apparently Latest To Enter Jackie Speier Sweepstakes.

The Chronicle's Marisa Lagos has done a bang-up job handicapping the myriad political possibilities that could result if Rep. Jackie Speier leaves Congress to run for Attorney General -- a scenario that conjures up imagery of a stick of dynamite being tossed into a fish-packing plant. Lots of bodies would be moving every which way there, too. And let's not mention the easily made "fishy" jokes.

Essentially, if Speier steps down, a number of local politicians would be interested in stepping up -- and their offices would have to be filled by a lower rung of striving pols and a lower rung and so on until we get down to the dog-catchers. In any event, the latest name floated in connection with this electoral bonanza was very interesting: If Speier leaves Congress, and if Assemblywoman Fiona Ma sets her sights on Washington*, then Supervisor Sean Elsbernd purportedly has his eye on the Assembly.

Our City Hall sources confirmed this notion, claiming Elsbernd has been phoning around town and trying to lock up endorsements -- which makes it hard to keep secrets. And while Elsbernd told SF Weekly in December that he had no interest in higher office, he told us moments ago that he does now.

SF Gov InAction: 'Special Tax' Not To Be Paid By 'Special Taxpayers'

Hello government watchers:

I understand there was a sighting of a red-crested Avalos last week! Very exciting! I'm sorry I couldn't be there with you to share such a great moment.

However, I do have exciting news.

No longer am I going to waste my vacation with frivolous pursuits like finding the lost city of gold or having my picture taken next to the world's largest doughnut. (It's huge! The glaze can be seen from space!) Instead, I will devote all my free time to self-improvement.

Already I've learned how to actualize my positive earning potential by unleashing the secret affirmation of my higher consciousness' inner confidence to set goals that go the distance to personal transformation through weight loss enriched spirituality energy supplements that vitalize my chakras while detoxifying my spine's reflexology through better sex.

You can see how this would take up all my time.

This week's Gov InAction won't suffer a bit, though, because it's written by Matt Baume, who I regard as one of the Internet's few natural resources. Matt first came to my attention with his insightful analysis of 2008's Prop 8 defeat, and I've read everything of his I could find ever since.

Pay attention now. He's making government funny just for you.

Fact: the members of the Board of Supervisors meet to talk about governing and such at least once a week. Really!

Will this finally be the week that they accomplish something? Probably not, but we salute their undying optimism. Keep plugging away, noble supervisors! You'll get the hang of it one of these days.

Highlights of this week's meetings: advice for felons, Strangelovian restrictions on smoking, and ending the inexplicable practice of paying Muni drivers as though they're the best in the country.

It's going to get ever-so-slightly more difficult to get permission to install a garage North Beach, Chinatown, and Nob Hill. Now you'll need to get a special permit; the required parking-space minimum will decrease; driveways will be prohibited in a few spots; and you won't be able to get a permit to block the sidewalk when installing a new garage. These are dark days indeed for enthusiasts of parking garages.

Silver Linings of Muni's Pending Service Cuts and Fare Hikes

On Friday, Muni wheeled out a cavalcade of proposed service cuts and fare hikes, all of which were met with about as much enthusiasm as, say, a proposal to economize by storing the dead in public school classrooms. Board of Supervisors President David Chiu, meanwhile, questioned the point of even having a Metropolitan Transportation Agency Board, and told SF Weekly he and his fellow supervisors will not approve any fare hikes.

Good times, good times.

But since it seems inevitable that something horrible will happen regarding Muni -- we've never been disappointed yet -- perhaps it's best to look on the bright side of life:

  • Muni's proposal to cut back late-night buses to only once an hour will be a boon to the city's hard-hit mugging, looting, and aggravated mayhem industries
  • The self-esteem of city dwellers will be boosted when they exclaim "I could walk there faster than that!" -- and they really can
  • Those quarters you were saving for the laundromat can now be applied to bus fares -- and sitting on Muni will immediately provide a need for a laundromat. So -- everyone wins!
  • Absolutely packed trains and buses will provide you that many more chances to meet your future soulmate

If there's been any benefit to the recent spate of biblical-type rain, it's the amazing documentation of our photogenic city as it clouds up, rains, clears up, rinses and repeats. Our regular readers are familiar with the work of Gabor Gardonyi, a tugboat chef and ace photographer who's been generous enough to share with us his shots of raging San Francisco storms, dolphins, seals, and now -- glory.

Come on, you know you want to get drunk with Eric Mar and tell him he looks like a Modigliani painting of a San Francisco supervisor. You want to get so fit-shaced that you can work up the gumption to make that quip you've been saving about Ross Mirkarimi's vest. And, yes, a little booze might go a long way in helping convince Sean Elsbernd to join you in holding Chris Daly's head in the toilet.

Well, here's your chance. And to make things even better -- it's all for Haiti.

The Board of Supervisors has announced a Haiti relief fund-raiser from 5 to 7 p.m. on Friday, Feb. 5. For a suggested donation of $20, you can finally live your dreams of drinking your elected representatives under the table while helping earthquake victims (assuming that's the stuff of dreams).
