Obama's Jailhouse Immigrant Plan May Spell Problems for Sanctuary City

News came out this week that the Obama administration will continue to roll out a Bush-era program to check every immigrant booked at a local jail against a national fingerprint database to see if they have been convicted of a crime and ordered deported. The administration and Democrats say the program will help focus on deporting law-breaking illegal immigrants instead of the upstanding ones.

With the program currently functioning in 48 counties nationwide, Los Angeles slated to start later this year, and all local jails by 2012, you know where this is going, San Francisco. When told about this Friday, San Francisco Police Department Spokesperson Sgt. Lyn Tomioka asked our question for us: "What will this do to the sanctuary city policy?"

A quick primer: It's long been the policy of the SFPD to only alert immigration officials to a person's immigration status if they are booked for a felony. So folks picked up for such misdemeanors as public intoxication, shoplifting, or a traffic violation aren't handed over to U.S. Immigration and Customs Enforcement. That's even if a background check alerts the police that they have a warrant from immigration authorities, Tomioka says. (Of course, there's always the chance that the immigrant could be picked up in one of ICE's sweeps of the jail while in custody.)

Yesterday we reported some of the more interesting names on would-be Governor Gavin Newsom's major donor's list -- including ousted Yahoo CEO Jerry Yang, a bevy of movie moguls and Russell Weiner, the man behind Rockstar Energy Drinks. Weiner is also the son of right-wing radio shock jock Michael Savage -- and has a history of right-wing, anti-LGBT, anti-immigrant politics of his own.

Today Eric Jaye, Newsom's longtime campaign manager, confirmed that Weiner's $25,000 donation will be returned. From a Jaye e-mail:

As we've noted in these pages before, San Francisco's Local Agency Formation Commission (LAFCo) -- a panel of leftist supervisors and their hand-picked enviro allies that influences city energy policy -- is the sort of organization whose existence is only made possible by the topsy-turvy logic of government bureacracy.

LAFCo doesn't exist to do what its name implies -- form agencies -- but to grind the axe for the far left on environmental issues. The obscure laws governing its existence prevent it from suffering budget cuts even as social-work offices and psych wards close down under fiscal duress. This is all the more incomprehensible since everything LAFCo claims to do is already done by the San Francisco Public Utilities Commission (PUC), which has its own office to deal with local energy issues.

Now, as janitors, firefighters, and cops jockey to avoid layoffs amid the worst budget crisis in San Francisco history, LAFCo is again behaving as if it inhabits a parallel universe. The agency has posted an ad online for a new position with a salary of at least $83,000 and up to $101,000, including 13 sick days, 10 days of vacation, and 11 holidays. The job description for this "Senior Community Development Specialist"? According to the advertisement on LAFCo's Web site, he or she will be "charged with monitoring the implentation of Clean Power SF."

SEIU's New Pact With City Looks Remarkably Like Old Pact -- But Won't Save Jobs of 288 Workers Dismissed Today

For the SEIU Local 1021, it may be time to paraphrase The Who: Meet the new wage concessions package, same as the old wage concessions package. Specific details for the deal weren't immediately available -- the bargain was only cut in the wee hours this morning -- but the major pillars of the agreement appear to be virtually identical to the wage concession package the SEIU rank and file shockingly voted down last week.The big difference is, after today, there will be 288 fewer workers to vote on the deal.

SEIU officials promised that the nitty gritty of the plan -- which will supposedly save the city $35 million -- will be posted on their Web site sometime this afternoon. In the meantime, the major points told to the press at a noon City Hall press conference mirrored the last deal: The roughly 11,000 workers in the city's largest union still get the 3.75 raise that kicked in on April 4, but give up 10 furlough days over the next two years. The ratification vote commences on June 1, and SEIU leadership has already started educational meetings at workers' offices. But you don't need seminar from a union official in a purple shirt to know the city means business -- especially if you're an SEIU employee in the Department of Public Health or Parks and Recreation Department, which the Friday layoffs hit hard.

While the SEIU is banking that ratifying the deal will save the 700 and change other jobs Mayor Gavin Newsom put on the chopping block, it only may be a postponing of the inevitable. Newsom spokesman Nathan Ballard -- tall, camera-ready, and sporting a beard that equips him to walk directly into a community theater presentation of Much Ado About Nothing and portray Don John -- praised SEIU leadership and encouraged ratification, but confirmed there is no guarantee that ratification will stave off future layoffs. "If they ratify, we hope to minimize layoffs in the future," he said, a statement that commits the mayor to absolutely nothing.

There are many among us who obviously harbor some enormous moral judgments about Marijuana and about those who legally use it as medicine -- as if we should somehow feel guilty about the relief that is afforded us through using this herb.

As a legal medical Marijuana patient myself, I take exception to this moralistic, judgmental, and willfully ignorant tone.

Such anti-Marijuana zealots often assert that "statistics strongly suggest" that more Californians use Marijuana as a result of Proposition 215, which the voters passed 13 years ago, when in fact statistics suggest no such thing.

Show Me the Money! Disgraced Iraq Contractor (Among Many Others) Pours Cash into Local Dems' War Chest

It's easy to knock Parsons Corp. for the few hundred million in taxpayer dollars the mammoth construction contractor wasted on redevelopment projects in Iraq, but hey, give the company a break. After all, the firm may be on its way to redeeming itself with local lefties after it wrote a $10,000 check to progressive Democrats' political machine earlier this year.

On Jan. 29, shortly after a new slate of leftist politicians took office on the Board of Supervisors, Parsons made a $10,000 contribution to the San Francisco Democratic County Central Committee. The committee, now chaired by former Board of Supervisors President and leading progressive Aaron Peskin, has seen a consolidation of power by the more liberal faction of the local Democratic Party in recent months.

We called Peskin and DCCC Treasurer Debra Walker to see what they make of the relatively large gift from Parsons, which pulls down big construction contracts across the world, including some in San Francisco. No word back yet. At any rate, the folks at Parsons Corp. aren't the only ones who have decided it behooves them to give generously to the DCCC these days. As of May 2, according to recently released campaign-finance records from the California Secretary of State's office, the committee had raised close to $160,000 in contributions over just five months.

California Supreme Court Will Rule On Prop. 8 on Tuesday, Protest/Celebration Already Planned

The wait is nearly over. The California Supreme Court announced today they will rule on the legal challenge to the same-sex-banning Prop. 8 on Tuesday morning at 10:00 a.m. It goes without saying (but we'll say it anyways) that, no matter what the outcome, this will be a big day in San Francisco, ground zero of the same-sex marriage debate.

The big question: Can California do what Iowa, Maine, Massachusetts, Connecticut, and Vermont have already done? Can gays get married already?

The usually long, debaucherous holiday weekend will surely be a tense one for many waiting to see if the legal validity of their marriage will upheld or if they'll be able to marry in this state in the near future. Local organizers invite everyone to the California Supreme Court at 400 McAllister Street from 10 to 10:30 a.m. to receive the ruling. If Prop. 8 is upheld, a group of local clergy and congregants will engage in an act of "nonviolent civil disobedience" directly afterward in Civic Center Plaza.

Breaking: SEIU Claims It Has Reached New Tentative Labor Pact With City

Following the spurning of a wage concession package that would have saved the city some $38 million -- and, ostensibly, 1,000 SEIU city workers their jobs -- union officials have announced a noon City Hall press conference detailing a new pact with the city.

Details are unavailable -- and, if we were betting folks we'd guess it's not as generous as the former agreement. Also, this deal (like the last) requires a yes vote from the roughly 11,000 SEIU Local 1021members.

Many seem to be complaining that union leadership did not actively sell the rank-and-file on this wage concession (which still called for a 3.75 percent raise!) and the potential draconian consequences of a no vote.

Let's also bet that doesn't happen again.

State Unemployment Numbers Are In: S.F. Situation Upgraded From 'Shitty' to 'Crappy'

The State Employment Development Department today released its monthly accounting of where the state's employment handbasket is in its journey toward hell. And it's a good news-bad news situation akin to: "We've got fresh vegetables -- but we're serving them for dessert."

So, the unemployment totals are down from last month and, as always, significantly better than the state at large. That's the good news. The lousy news is that the numbers are still ugly, way worse than last year at this time, and don't seem to be anything to build on.

Anyhow, here's some data: San Francisco County's unemployment rate sits at 8.8 percent -- a full 2 percent lower than the state average of 10.9 percent. The overall unemployment rate for the San Francisco region dropped from 8.6 to 8.3 percent between March and April, and we gained 500 jobs, pushing our total to 962,100 (this is not a significant gain, obviously, but the big news is we're not losing). "Eddie" has a hell of a deal for you. If you've got 20-inch rims for a '97 Camaro ("or a 5-lug or something that might be of interest" -- like what? A stereoopticon?) then he'll be happy to offer you his 1971 Datsun 510. One small hitch: She no work: "Car donsent run though so it would need to be towed(either by trailer or by 2-wheel tow hitch), has low tires and one flat tire. Missing
front grill and light assembly."

Hitch No. 2: Car is in Fresno. And, Hitch No. 3, it's hollow: "decent interior but needs seats and other accessories...". Never before have we heard car seats referred to as "accessories."

Eddie feels his car is "a vary good project car if giving the time, money, and effort." He's "willing to negociate on my price and on any trade offer" of how much you'll have to give up for the privilege of doing his hauling work for him. Perhaps he'd be willing to throw in some of the other cars in similar condition revealed in the accompanying photograph. Maybe the trailer, too.
