Fringale, at Fourth and Brannan, is no longer at the edge of the known city, as it was when it opened a couple of decades ago. It no longer has founding chef-owner Gerard Hirigoyen, either, who sold the place a few years ago. But its current chef was a disciple of the last, and he maintains a steady hand with Basque and French favorites like the onion tart, frisée salad, confit duck with lentils, and poached black cod with silky piperade. You may be shocked to learn that the wine list is all French, and that the desserts continue to be made with an unseemly amount of butter.
