A foreign country is sending weapons and troops to San Francisco. The thing is, they're nice guys: We invited them, and they're not going to hurt anyone. Funny how things can get turned around, isn't it? The event in question, "From Bhutan to the Bay," is a goodwill visit and a demonstration of the age-old methods of Himalayan archery.
