Candidate Promises Citizen Mayor Delivers?

Candidate Frank Jordan responded to a 1991 questionnaire on downtown business concerns thusly: "To encourage job growth, should San Francisco grant a payroll tax exemption for one to three years for new jobs created?" He answered, "Yes."

As mayor, Jordan kept that promise, signing Supervisor Barbara Kaufman's legislation forgiving payroll taxes on businesses that locate in the city for their first year, and holding down their taxes at lower-than-standard levels until Year 3.

It's a keeper, Frank.
