S.F. Street Fashion: Don't Get Swept Away!

Two questions about this amazing outfit (one is rhetorical, so focus all of your insight on the second one):

1. How totally incredible is this leather-sheen pleated skirt?

2. I spotted a ton of ladies this week wearing these fur vests, which leads me to believe they're good in rainy weather. The day I took this photo, I wore a wool coat and by the time I got home, I smelled like a damp sheep that had spent all day in a thrift store. Do these vests get smelly when they're wet?
